BELGIUM WANTS SURE SECURITY WITHOUT PAYING

France Objects To Four- Point Proposals

Paris, Mar. 23.

Opposition to Belgium's neutrality scheme flared here to-day as the King of the Belgians, Leopold, met prominent British statesmen in London to discuss his country's security.

The Belgian plan, in brief, is this:

Belgium proposes to abandon her present obligations to France and Great Britain, for mutual assistance in the event of an invasion by Germany (the undertaking was given after the re-occupation of the Rhineland in defiance of the Treaty of Versailles);

Belgium, however, will accept French and British guarantees, and possibly a German guarantee, that her frontiers will be respected;

Belglum renounces the arrange- ment for staff conversations with Britain and France and all military arrangements designed to provide a united front in the event of war;
