FORCE MOBILISED
Hongkong is "at war" to-day. The first "enemy" bombs have been dropped on the Colony. The Volunteer units are being mobilised, the Hongkong Naval Volunteer Force for patrol duty at sea and the land Volunteers for guard duty at the beaches.
The following Press Communique was issued by General Staff Headquarters at 2 p.m. :
"Redland is at war with Blueland. At 12.30 hours to- day a formation of Blub wircraft dropped bombs' on Stone- cutter's Island without, however, causing more serious damage than wrecking the Officers' Mess and ruining the recreation rooms. Red anti-aircraft guns replied. Previous to that a small party of Blue seamen were reported to have landed in Hebe Haven from a junk; they were observed to re-embark. Dawn air reconnaissance this morning reported the party of

of the latest German note on Locarno Treaty's re-establishment. Germany makes two concrete proposals, however, which have been in the hands of the British Government since the beginning of the week. They are:
That Belgian neutrality should be guaranteed by the four western powers, Britain, France, Germany and Italy; and
That a non-aggression pact between Germany and France, with Britain and Italy as guarantors and co-arbiters to decide upon the iden- tity of the aggressor in the event of a conflict, should be engineered. With regard to Belgium, it is understood that

No Mutual Assistance
The note thus rejects the whole principle of mutual assistance in Western Europe, particularly the British request that Great Britain shall have her own security guaranteed as well as being a guarantor of French and Belgian security.
Generally speaking, the note, al- though courteous and not specifically mentioning the Franco-Soviet defen- sive alliance, leaves the difficulties where they were before. That is to say, Germany still wants to immobilise the West and all Western European action under the League of Nations' Covenant, in order to have

to France and Britain. Daventry is broadcasting a full report on the world's

London, March 16.
Sir Austen Chamberlain, veteran British Parliament. -tarian, and one of the Fathers of the Locarno Treaty, died suddenly to-day at his London residence. He had been confined to the house for the past few days, and passed away of heart failure at six o'clock.
The death of the 74-year-old Member of Parliament, who first entered the House of Commons in 1892, and who almost immediately commanded a following there, comes as a great blow to the thousands he could count as friends and to the nation as a whole which had so long admired- his sterling character, his high sense of duty and his complete unselfishness.—Router.
