Valencia, March 12.
The Spanish Cabinet has decided to inform the League of Nations of the al- leged violation of the Non-Intervention Agreement by the presence of several Italian army divisions in Spain, particularly on the Madrid front, where it is stated the Fascist troops number at least 25,000.
One of the captured Italians is said to have told the Spanish Government authorities that he was not a volunteer but had been mobilised hurriedly by the Government for service in Spain soon after his return from the Ethiopian campaign.

PRISONERS QUESTIONED
Madrid, Mar. 12.
An estimate that there are 80,000 Italians and 40,000 Germans in the Spanish civil war was given by an Italian, Major Luciano Sylva, taken prisoner early this week, when questioned by the authorities here, it is stated,
Major Sylva is said to have admitted that from 40,000 to 60,000 Italians were fighting on the Guadalajara front.
Another prisoner, however, has stated that he estimates the total of Italian troops in Spain does not exceed 40,000.
A private among the prisoners stated he left Italy thinking he was to go to Ethiopia, only to be told that he was to serve in Spain after the vessel had sailed.

A warning that, despite her arms expenditure, Britain is neglecting her weakest front-food production, on which she nearly broke down in the Great War-was given by Mr. Lloyd George, the Liberal statesman, in the House of Commons debate on the money resolution in connection with the Distressed Areas Bill.
Mr. Lloyd George said Britain is less prepared than she was in 1914. Millions of acres had gone out of cultivation, the land was deteriorating, and there were only about a million men farming, compared with ten millions in Germany. Before the war, Britain had seven per cent. of her population on the land, whereas now she had only.4.6 per cent.
It was food shortage, said Mr. Lloyd George, that broke down Germany, Austria, Bulgaria and Russia in the war. If it had not been for Britain's sea communi- 'cations, she could not have lasted eighteen months.
"One misfortune of this country and other democracies," sald the farmer Liberal Premier, "is that Governments have been in the hands of men, in- cluding myself, who spent their time in dealing with pre-war conditions and who never quite pleked up e new conditions created and revealed by war, as modern dictators did."
on
Referring to the proposal to spend at the rate of £300,000,000 per annum on armaments, Mr. Lloyd George said only £300,000 would be spent food production. He appealed to the "Government "to"deal"with" this urgent
problem before it was too late.
