Whilst the promised Sessional Paper may throw further light on the facts underlying the imposition of water restrictions on the island, the official reply to Mr. M. K. Lo's question on the subject leaves the matter largely unexplained. The out- standing fact is that, although the latest returns show no less than 1,452 million gallons in storage on the mainland, com- pared with 441 million gallons a year ago-in other words, far more than the peninsula needs
