CHINA TO REFUSE
JAPAN OVERTURES
OBSERVERS STATE
WON'T RECOGNISE AUTONOMY OF NORTHERN AREAS
Shanghai, Mar. 10.
The Chinese rejection of the Japanese overtures for a renewal of negotiations for the re-adjustment of Sino-Japanese relations, until conditions are more favour. able, is foreshadowed by se veral Chinese journals this morning.
The good impression created by the speech of Mr. Naotake Saito, the new Japanese Foreign Minister, has been somewhat abated by Tokyo's reaction to the statement of foreign policy made by Dr. Wang Chung-hui, China's new Foreign Minister, in which he stressed the maintenance of China's territorial rights.
Press reports from Tokyo suggest that Japan's new friendly policy towards China does not include an intention to abandon her special claims in North China. In this connection, the Chinese press almost unanimously rejects the thesis that the Chinese must expect the autonomous regimes in North China as a fail accompli.
Meanwhile; a semi-official report from Nanking
admits Dr. Wang Chung-hui's intention of re-opening ADVANCEON the question of the abolition of the so-called unequal treaties with foreign Powers.
MILITARY CONFER
Under a heavy veil of secrecy, high Japanese Army and Navy officers from various parts of China have opened a series of conferences which are reported to have been called to discuss the Japanese military faction's policy towards China, according to the Chinese press.
The newspapers add that mea- sures aimed at eliminating the fric- tion between the Services and the
Japanese Ambassador in dealing with China will be brought up at these conferences. In addition to
