* The Customs Administration has throughout the year been confronted with unprecedented difficulties in North China, and the integrity of the service has from time to time been seriously threatened," Mr. Paterson declared. Relations between China and Japan dominated the political scene, he added, and the outstanding feature of the year was that China had maintained the status quo.
"In spite of difficult periods she has shown that she is more than ever determined to stand her ground," the Hon. Mr. Paterson said.
