Washington, Feb. 18. Legislation for a voluntary system of crop insurance, under which American farms will be protected against any crop failure up to 75 per oent, of their normal yields, is re- commended by President Roosevelt in la mesange to Congress.
The President propases on initial insurance programme covering wheat for the crop year 1037, and also sug- geats legistation authorising a similar programme for other commodities when producers so desire and if ex- perlence of the wheat plan is satis- factory.-Reuter.
