The institution of a permanent regency in Great Britain was forecast at the end of question-time in the House of Commons to-day by Mr. Stanley Baldwin, the Prime Minister, who read a message from His Majesty the King. Another old Bolshevik leader, Belobordoff, who ordered the execution of the Czar's family, has been arrested in connection with the alleged pro-Trotsky plot for which a number of one-time leaders are now arraigned. Like them, he faces the death penalty if he is found guilty.
