NO CONSCRIPTION IN PEACE TIME
London, Jan. 18.
Mr. Duit
The War Secretary,
Couper, speaking on recruiting in London to-day, saki he hoped shortly to make an important announcement concerning conditions of service in the regular army.
Recruiting for the territorial army had improved, but for the regular. army. It was net so good, and he hojed announcement would have the result of bringing a satisfactory in- creuse.
He denied reports attributing to him the suggestion of conscription in pence tune.
"Conscription would not solve our problem. We do not wont a vust army for home service but a small, highly trained, specialised army for peace time service overseas,"
