murder from the skies on women and children and on the de- fenders of Spain's democracy.
Moorish mercenaries and Fascist legionarles, bent on lay- ing Spain's capital to waste, are encountering a resolutely cou- ragedus resistance, for things have not gone according to rebel plan.
Franco boasted that on Sun- day, November 8, he would attend Mass in the Cathedral of Saint Isadore in the capital. That boast is broken. He will have to bomb, burn and murder a long way yet to his blasphemy of thanksgiving.
He may crash through to Saint Indore's by sheer weight of dynamite, but should Madrid fall to the rebel terror let no one imagine that the civil war has ended in rebel victory.
TH
HE capture of the capl- tal of tho Spanish Republic by General Franco's troops woas aly be an episodo-though admittedly the most important to date-in the civil war.
From a military point of view, Indeed, the possession of Madrid would bring less advantages to the victors than many other pro- vinces in Spain would bring.
The Government-armies could, for example, retake Madrid much more readily than Toledo or other cities which occupy positions on hills and therefore offer greater strategic dimeullies to an attack- ing force.
The loss of Madrid by the Gov- ernment signifies, not that the war will soon end, but, on the con- trary, that the struggle will bo even floreer and longer than was at first supposed,
To consolidate their position in Madrid the rebels would have to

extend their con- quest rapidly over the province of Madrid and the neighbouring provinces. If not, they Would at once have à great army at their gates, and the capital of Spain would be again threatened.,
Meanwhile, in Valencia, far from the fighting zones, the Gov- ernment, led by Signor Largo Caballero, con-

the democratic régime. And when order--martial order, of course- is once more established, the Gov- ernment-held provinces will con- tinue the battle to recover the territory now conquered by the rebels,
What is the position in the Spanish Civil War to-day? Can the Government seriously and reasonably expect to win this ghastly strugglo?
A broad examination of the whole position, noting the essential factors in the problem, will allow us to give a fairly conclusive answer to these questions.
First: What parts of Spanlah territory are in the possession of the rebels, and what is the number of the inhabitants in the provinces which they hold? The figures on. these two counts are shown above,
The insurgents, it will be seen, have a slight advantage in the aren of the territory which they hold, but the Government is consider- ably superior in numbers and man-power,
To give a comploto idea of the whole situation we must take into
factors account other
of the highest importance, all of which favour the Republloan Govern- ment.

It is of the utmost importance to underline the following facts: the greater part of the provinces of Madrid, Granada, Huesca, Teruel, Baregassa and Oviedo are controlled by the Government. This is also true of the province of Malaga where the rebels hold only some 165 square miles.
The Government forces have advanced within 12 miles of the capital of Guipuzcoa (San Sebas- tlan), and within 7 miles of the capital of Baragossa. They are at the gates of Huesca and close to Teruel,
IN the province of Oviedo the portion of territory held by the rebels who came from Callela to the support

easy to deduce the fact that a victory for the rebels would be far from being decided by the lass of Madrid. I will go further and Bay: Madrid might be a Beriaus obstacle rather than a great advantago General Franco. For the insurgents would then have to provide food for one million extra mouths.

The Government has transferred the Bank of Spain to Valencia. Not an ource of gold, it ap- pears, has been left in Madrid. The 70 militon (pounds sterling) which form the approximate gold reserves of the Spanish State are in the hands of the Government, and they are the strongest weapon which General Franco will have to Ince.
The rebels have seized only the poorest provinces. The Govern- ment holds the Industrial pro- vinces; and generally speaking the richest of the agrarian provinces.
How will the rebel economic sys- tem function without gold or ex- ports? All the exports they have are limited to the wines of Jerez and the fruit in the Canary Islands and part of Andalusia.

Which pesetas Morocco costs the Spanish Blato monthly, and the 250 militons (roughly) which they need every month to carry on the war, and maintain the economic life in the regions which they have occupied?
This is a riddle, to which the donations made by Spanish capi- talists give no sufficient answer.
It is clear that the Spanish Gov- ernment has resources enough to win this war. In this well-founded hope the Spanish people will con- tinue their struggle for liberty with an even greater enthusiasm. a greater heroism, if such werd really possible, than those which they have shown until now.
