PEACE POLICY ·

WHICH WAY TO FEACE?

By Bertrand Russell (Michael Joseph, 7%, Gd.) ERTHAND RUSSELL believes that the way to peace for Britain is for us to announce plainly that we do not propose to Aght another warto disarm, to allow the Empire to dissolve and to endeavour to be great in the true sense, as Dramark and Sweden are great.

Chiers have believed this. But I do not know of anyone else who has made out a ralional anzument in its favour. The weakness of paclist iterature la hitherto been its jaure dogina, Kill- in: 13 wrong. Nothing can justify it. For is v. matter what its pur pase ar nelievemetst.

THEATRE

THE ENGLISH TUKATRE By Allardyce Nicoll

| Nelson, 63.)

PROFESSOR NICOLL deserves our hearty thanks. Not long ruins bark 1 pondered

the un of the old Roman theatre of Verulamium, outside St. Albans. and wished someone would write a record using it as a starting-point. He has done in this book. which covers the whole field of native drama in two hundred and thirty-two pages, and I would have 1ked more. It is a standard work complied unemotionally and bear- I evidence of erudition, researchi And a lucid understanding.

Through the medieval pageants, the golden Elizabethin glories of Bankside and the Restoration scene, the growth. fortunes and future of what la part of our astlonni heritage receive analyti- teal exposition.

the building. The structure of changing social forers, minera, me, chanteal tels, such as lighting, and the personal status of the actor have

profoundly affected theatre his tory--and the author forgets none of them.

1e is probably ridat in blaming the sudden Victorian respectability of the which bas Theatre for a "naturalisin to-day developed Into frequrtit inaudi- bility, and he has healthy dissatis faction with the present prospect.

_*_To-succeed.Cho-theatre.needs do more than drifting, The time is call- hur for fresh enthusiasm und Keener sense of purpose" But he is an oplinist to hope that English people will ever regard it na uther than primarily an amusement. After all why not? Didn't the Eliza- bethis?

Most of the great, histrionle names are touched on, and there is a record of every London thentre ever built- though the dates are sometimen mis- leading. The book is crammed with the kind of knowledge every theatre ,student wants to have at hand.

headed generalisation, which he revealed a few years ago in a stimulating book, Contemporary Literature and Social Revolution, A sort of anthropological examination of the. English people -their customs, political and otherwise, their caste divisions, their outlook and their influence.

In his own words, "nelther wholly English nor yet a foreigner," he loves England quite unrensonably, as is the manner of all true lovers. But his love is by no means blind.

* ☆

He notes the curious traits that reveal themselves in all classes of English society and cut right across religious, political and economic dif- ferences: the respect for character, the Bensitiveness to the weather, the add- tion to sport, the way in which anti- ment blurs soelal issues so that many an election result is more a personal tribute than a political triumph.

But, when he has done his worst with this other Eden, exposing the inequi- able distribution of her wealth, the hypocrisies of her democratic polilles und her "Heartbreak House art and culture," Mr. Charques remains faith- ful to its mistress. She may be blomished, but alle is prne,

for over, since it would not be feasible without a world polico force.

Russell rejects any such dogmatio approach. On the principle that things ure good 6: bad nately according to their consequences, he argues that selenting destruction will make parti cipation in another war much more canstrous to the things we really want than refusal to fight.

Reful to fight means, of course. refusal to Ogh; for anything, including the Empire and even Great Britain,

Isolation plus imperialism (that is, friting, only to defend the Bm- pire is the policy of a half-wit, bo cause it is clearly impossible to defend the Empire successfully without allten,

Collective arcurity means, in fact, a Ine-up of Britain, France, and Russia against a threat from Germany, Italy and Japan, and this is a grouping of forces which does not give the League Powers the overwhelming arms pre- ponderance necessary to keep peace.

Both these policies are teniable of keeping prace, Therefore, refusal to Oght for anything: is the only way to peace which the laternational eftantion allows

This policy will have disadvantages, but they are not great leonsider Sean- davian prosperity and happiners), and they are for less than the disad- vantages of entering on a war of un- paralleled horror and destructiveness,

The argument in put with great per- suzaiveness and enmmon sense. Yet I cannot feel 3 to be convincing.

Such a polley would, as Russell can- didly says, mean the dissolution of the Empire and submission to itler. It would also mean, it seems to me, the aprend of Faschun over almost all the world.

I cannot feel it prneticable to expret nny British Government to be willing to pay this price, and therefore the att vocacy of this pulley would not prevent

war.

It would, however, make it less likely thin a lust effort at collectivo security, or at any rale the nearest approxima- tion to the League system, should be minde, and, as I feel that, the greatest hope of avoiding war lies in that effort, I am sorry to have to acknowledge that the "we won't light" movement has at Inst produced one intelligent book.
