In the intervals of whaling, shooting figera, calling in hurriennes, running contraband, dodging pirates and can- nibals and quelling mulinics, Captain Hartman met and talked with Kipling, Conrad, Stevenson, Queen Victoria and King Edward VII, reared a family of four children, looked after his garden and now has written a racy and mest thrilling travel autoblogramılay,

PEACE POLICY

WHICH WAY TO PEACE?

By Bertrand Russell (Michael Joseph, 71. 6d.) ERTRAND RUSSELL believes that the way to peace for Dritain is for us to announce plarly that we do not propose to Ah another war-to disarm, to allow the Einpire to dissolve and to endeavour to be great in the true sense, as Denmark and Sweden are prest.

do Others have believed this. But not row of anyone else who has made outta rational arment in jis favour. 1 weakness. of pacifist literatur has hitherto bren is pure dogma, Kilt- ing wrong. Nothing can justify it. Force is evil, no matter what its pur- pur or achievement.

In his form, pacism starids no chance of acceptance. It would mean th man so repugnant as that the Spatur democrats should not resist tlar

bligarchy. that the mary Brush Government shimit not have used Troups to protee! the Jews in Pele dine against extermination or to parate Hindu and Moslemt, and that work overtuent must be ruled out

THEATRE

THE ENGLISH THEATRE: By Allardyce Neall (Nelson, 68.)

PROFESSOR NICOLL deserves our hearty thanke. Not long ruing back I pondered on The of the old Roman theatre of Verulamitum, qutside Bt. Albans, and wished someone would write a record using it as a starting-point. He has done it in this book, which covers the whole field of mative drama in two hundred and thirty-two pages, and I would have liked more.

It is a standard work compiled unemotionally and bear- ing evidence of erudition, research and a lueld understanding.

Through the medieval pageants, the golden Elizabethan glories of Banksido and the Restoration scene, the growth, fortunes and future of what is part of our national heritage receive analyti cal exposition.

The structure of the building. changing social forces, manners, me, chanical aids, kuch na lighting, arki the personal status of the acter have profumtly affected theatre hi- tory and the auther forgets none of

Bem.

He is probably right in blaming the sudden Victorian respectability of the theatre for a "naturidism" which has to-day developed into frequent insudl. bility, and he has a healthy dissatis- faction with the present prospect.

-Ta. kucceed. die theatre needs. da. more than drifting. The time is call- Ing for a fresh enthusiasm and a Keener sense, of purpose. But he is An optimist to hope that English people will ever regard, it as other than primarily an amusement. After all, why not? Didn't the Eliza- bethans?

Most of the great histrionic names are touched on, and there is n record of every Landon theatre ever built- though the dates are nometimes mi- leading. The book is crammed with the kind of knowledge every theatre student wants to have at hand.

ENGLAND

THIS OTHER EDEN By K. D. Charques (Peter Davies, 85, 6d.)

D. CHARQUES brings the

headed generalisation which he revealed a few years ago in M stimulating book, Contemporary Literature and Social Revolution, sort of anthropological examination of the English people their customs, political and otherwise, their caste divisions, their outlook and their influence.

In his own words, "neither wholly English nor yet a foreigner," he loven England quite unreasonably, as is the inner of all true lovers. But his love is by no means blind.

He notes the curious traits that reveal themselves in all classes of English society and cut right across relidous, political and economie dif- ferences: the respect for character, the sensitiveness to the weather; the addic- tion to sport. the way in which senli- ment blurs social issues so that many ari, election result is more a personal tribute than a politlent triumph.

But, when he has done bis worst with this other Eden, exposing the inequit nulc distribution of her wealth, the hypocrisies of her democratie politics Heartbreak House art and and her culture," Mr. Charques remains talth- ful to his mistress. She may be blemlahed, but she is sano.

"And sanity in a disordered world." he concludes, "is England's oppor tunity and the world's."

for ever, since it would not be feasible without a world polico force.

Russell reject any much dogmatie approach. On the principle that things are good or bad salely according to their consequences, he argues that aclentiflo destruction will make parti- cipation analher war auch mura

disastrous to the things we really want than refusal to fight.

Refusal to fight means, of course, refusal to fight for anything, Including the Empire and even Great Britain,

Isolation plus Imperialism (that is, fighting, but only to defend the Ein- pire) is the polley of a half-wit, be- cause it is clearly impossible to defend the Eospire successfully, without allies,

Collective security means, in fact, a line-up of Britain, France and Russia against a threat from Ciermany, Italy and Japan, and this is n grouping of forces which does not give the League Powera the overwhelming armis pre- ponderance necessary to keep peace.

these policies are incapable of kreping peace. Therefore, refusat to fight for anything is the only way to pence which the international situatión allows.

This policy will have disadvantages, but they are not great consider Scan- dinavian prosperity and happiness), and they are far less than the disad vantages of entering on a war of un- paralleled horror and destructiveness.

The argument is put with great per- auasiveness and common sence. Yet I cannot feel it to be convincing.

☆ *

Such a policy would, as Russell can- - didly anys, mean the dissolution of the Empire and submission to Hitler. I would also mean, it seems to me, the apread of Fascism over almost all the world.

I cannot feel it practicable to expect any Brith Government to be will to pay this price, and therefore the ad. vocacy of this policy would not prevent

WAT.

It would, however, make it less likely that a last effort at collective security. or at any male the nearest approxima tion to the League system. should be made, and, as I feel that the greatest hope of molding war lies in that effort. I am sorry to have to acknowledge that the "we won't fight "movement has at last produced one Intelligent book.
