ut the residence of the French Consul-General M. J. Leurquin yesterday, when His Excellency Vice Admiral J. P. Esteva, Commander- in-Chief of the French Naval Forces in the Far East, bestowed orders conferred by His Majesty Bao Dai, Emperor of Annam.

Nobody amidst us ignore how the great Admirals of the Inst century organised Cochin- China; nobody could forget what heroism the French sailors, when necessity arose, displayed to protect their countrymen; nobody could overlook that the friendly spirit extended to France by China la for a good part, the reault of the cordial relations exising in the great ports between the local authorities and our Naval Officera; here in Metropole, the both powerful but paciñe French Navy is, with the Army, the sacred pillar of the Fatherland.

I beg to be forgiven by our guests of honour as well as by my country- men, it. I

If it would be 100 pompous to say that this ceremony is a historie one, It in fat
that it is in fair to assume unprecedented one, as never before, if I am correct, were five gentlemen In Hongkong, nor in China, invested at the same time with Indo-Chinese decorations.
These five gentlemen, as you know, are:

It would certainly be against the wishes of these gentlemen to eulogise them at length for the work they have
performed and the services they have rendered to Indo-China; but I will certainly meet with their desire I invite this distinguished gather in to see, ing
through their persons, meritorious as they are. the great allons of which they are the sons; to discern, above the decorations, the spirit which has prompted their bestowing

This programme is very easy to announce; we must admit. that it is sometimes difficult to be put into practice. At last, it is gratifying to see how it is endorsed and recipro- rated amongst others by our friends of Great Britain, Portugal and China.
Nor in Europe, nor in Asia, Portugal. and France any common frontier; but, much better, they have In common their Latin

Mr. Lam Chi-fung The Emperor of Annan was Frachusly pleased to acknowledge the splendid services of Mr. Laum Chi-fung in negotiating the China- Indo-China Commerci Treaty which replaces the ok Treaty expired in 1930. When that Treaty came to an end, China and Indo- China were constantly raising tariff walls against each other causing ill- feelingt and hampering trade con- siderably.
