SHARP WARNING SENT TO

TREATY SIGNATORIES-

Moscow, Oct. 7.

Charging Germany and Portugal with a series of violations of the non-intervention pact in Spain, the Soviet Government has informed the London Com- mittée of Nations, which administers the neutrality agreement, that it will consider withdrawing from the accord if immediate measures-are not taken to prevent further violations.

The Moscow communique cites instances of violation of the pact given the Russian Government by the Spanish Foreign Minister, at Geneva. It mentions, among other things, that since the beginning of the rebellion the Portuguese frontier districts: have been used as rebel bases and a source of ammunition supply.

The communique asserts that 12 big German. aeroplanes arrived at Tetuan on September 20, and transported rebel troops to Seville, where 14 other dismantled German planes had arrived from Hamburg, via Portugal; on September 7.
