U.K. - SCANDINAVIAN PARLEY CLOSES

The third meciing of Scandinavian countries and the United Kingdom Government In connection with the London Naval Treaty was held at the Foreign Office to-day.
The purpose of these meetings Is to enable experts from the four countries concerned to make contact with representatives of the United Kingdom in order to elucidate points arising out of the Landart Naval Treaty of 1936. Full explanations on all paints have now been given and naval experts will be able to return to their respective countries with the necessary information to permit their Governments to decide on their attitude to treaty,

Washington,, Sept. 17. Senator Thomas to-day predicted an early Congressional fight to rès- trict the Federal Reserve Board's power to cstablish u commodity dollar.
"It is time Congress regained the power to toln money and regulate its value," he declared, adding that: "We propose to revise the system under which the Federal Reserve Board is the real menetary authority, permitted under strict Congressional orders and instructions to create n commodity dollar."
Senator Thomas safd the New Deni had brought the dollar, in terms of commodity prices, to 1.23 from 1.67, and this was fargely respon- sible for the present improvement in economie conditions. He pointed out that July farm income was 49 per cent. above that of July last year.
