San Sebastian, Sept. 16. Interrupting the previously announced five-day period of rest, the insurgents under General Mola have opened a westward offensive, and are advancing simultaneously with the inception of the coastal starvation blockade of Bilbao and Santander.

Led by the Moorish troops, the rebels forced the loyalists to withdraw from their advance lines around Orio a distance of 13 miles westward. The loyalists have retired on Zarauz, and the rebels have occupied Orio and the neighbouring points, Aguinado and Esteban.

It is not indicated whether this advance is an isolated movement or whether the rest period has been shortened.

Meanwhile, the insurgent Junta at Burgos has issued a communique warning the world of its decision to blockade Santander and Bilbao, "so that none can pretend ignorance in the event of an accident which the Junta would be the first to deplore."
