HEN the bosses of the Republican Party de- elded that Senator Borah was not "safe" enough to be their candidate, they made Governor Landon's nominatión at Cleveland inevit- able. He is pre-eminently a "safe" man.

There is no vital subject upon which he pledged to any specific views. He has been looked over by the big interests and they are convinced of his safety.

They do not expect him to win. They will be satisfied if he piles up a popular vote blg enough to give them hope for 1940. If, by some miracle, he should win, then they will have the most colourless personality in the White House there has been there for thirty years, withi the single exception of Harding. That is the Republican con- ception of an ideal President.

The truth is that the Constitu- tion of Kansas gave him no legal alternative; and 1 is doubitui whether, even so, he would have had the achievement of that legal- ity to its credit If it had not been for the large sums poured Into Kansas by way of rellot grants.

Governor, Mr. Landon has not done badly, though there is nothing in his record to compare with the constructiveness of La Folletto in Wisconsin or of Leh- man in New York.

And there is not a speech of his on any subjeet which suggests that in this era of crisis he has either the capacity or the ideas the Prest- dency demands,

He is sald by his friends to be a pleasant man, with some fluency of speech, and with Mr. Bonar Law's gift of using statistics freely and Interestingly in his public itter- ances.

Ilis campaign manager has been eager to depict him as the Cool- idge of Kansas, less, I imagine, because there is a single American left with anyTM tegaraTM for~11r.- Coolidge, than because the name strikes a pleasant chord of memory about the so-called era of pros- perity.

He mixes well-always an asset in a campaign. He has an attrac- tiye smile. There is little positive

He is for economy and sound currency and an adequate tariff.

He wants justice for labour and the farmer and the manufacturer. He is against Amerten joining the Leame

International and the Court. 1le is strongly in favour of disarmament if other nations will disarin.

The best of Governor Landon is that verbally he seems to be

HE real way to see what he means is to remember who are his supporters. He has won the enthu siastic adherence of William Ran- dolph Hearst, the most sinister and malevolent influence in American politics.

For it is not enough to judge a party by its professions; the realistic way is to judge it by the men upon whom it depends for its funds and its support.

In their programme the Republicans announce their belief in the right of labour to collective bargaining; and they are the men responsible for the general strike in California. the textilo strike, and the ruthless evasion of that Section 7a which sought, in the Industrial Recovery Act, to give trade unione an effec- tive place in the American economy,

He is, as he himself must know, a caretaker candidate. He keeps the party in being. He permits the semblance of a fight to be made.

And men like Benntor Vanden- borg, who seemed his rivals a few months ago, will be congratulating themselves in November that they did not press too eagerly for the nomination this time.
