reception.

Those Communists whose opinions are determined by pre- conceived views on polley rather than by fact will go up in the al." They will denounce the book as a hel on Soviet Russin and as an insult to the heroic struggle of the workers and peasants of the Suvlet Union for cconende emancipation and advancement,"

Both will be wrong. They will be wrong because they have he come accustomed to the idea that all books about Rus:da are propagandist books.

O

N this bis second visit to

the Soviet Union after A break of ten years, Sir Walter Citrine has not been con- cerned with propaganda. He went to Russia to see what was to be soen: he went as a seeker for the truth.

Day by day he recorded in a note book Citrine is shorthand writer) things he saw, facts that were given to him by witnesses, sometimes after examination or even cross-examination, and the principal points of conversation he had with all kinds of people during his long journey.

I

read through masses of de- Grces, annual reports and statis- tical returns. He came to conel- slons and recorded them in his diary, and here, in this book, the diary i printed.

The mind of Sir Walter Citrine is one of the most honest analy- Ural and objective minds in the British Labour Movement,

That is why he is so hated by the Communists. For the man who will. not cringe to them is black-sted and made the subject of abusive attack and Interruption at pubile meetings.

he perhaps finds it a little more difficult to be a Russian" than I. do,

He makes generous allowance for the great difference between Rus- sia and Britain, but perhaps not quite enough for the differing economic, political and social con- ditions, and for the very different customs and racial or national traditions.

The Bolshevik jack of under- standing of these differences is in- finitely more serious; they hardly understand them at all,

Yet the real approach is an the basis that these differences aro real: that they are going to last for a long time, maybe for cen-

urles.

And, after all, these differences. of national temperament and tradition are not without their charm. They go to make up the interest of this varied world,

Throughout, the diary appears to be the result of that honest and courageous mental entlook characteristic of the British T.U.C. Secretary..

He is concerned with the truth as he sees 11, and he cares not in writing this fascinating and inter- esting record whether he pleases. ur displeases: And, to be of value, 15 in that spirit that the diary of the setentiile observer should be written.

That the economic and suglul effects of Soviet effort constitute one of the most important worth-wille social adventures in the history of man- kind: that management is not yet at a high state of efflclency, and that the industrial workers are driven at a pretty fast paće, de- spite the fact that until recent years they were not extensively accustomed to the rush of modern Industrialism,

Y advice to those who have read the Webb Abook is to be sure to read Citrine's book. To those who read Citrlue's book to read the Webbs volumes as well.

In any case, Sir Waller Citrine is to be congratulated on his pains- taking work.

There will be rows about his book; it will create controversy. But it is a book of high value, writ- ten by a man who scorns any policy that ignores facts..

It is an essential book for those who seek the truth about the great Soviet Union and the results of the Bolshevik revolution.
