G. B. HUYGEN
Canton,
"I went to about half-a-dozen different flats"
HE train rocked frightfully and we bumped
and here
there until it was im-
to possible
sleep. When I went to wash myself in the morning it was to find that we had arrived at Gorki - (for- merly Nizhni-Novgorod), having taken approximately fourteen hours to travel the 200-odu miles from Moscow.
We sped in a motor through the streets from this old wooden station, which is some distance from the city itself, travelling via the Stalin district on our way to the new motor works. The houses here were uniformly wretched, all being wooden and never repaired.
apparently
The streets were bumpy, muddy and uncared for. We ran along a long concrete road to the Molotov factory in Gorki. The first thing that struck-me about the factory was its nicely planned garden ap- proach.
Although this was not at its best because the roads were simply n mass of slush and "mud, it showed comprehensiveness in design and
intention.
WE were met at the door by two techni- clans, both of whom -were-Russians who had been in Americo, and who were able to explain things as we went along. The factory was built on land which was formerly practically a swamp, and there were at time 45,000 bullding workers en- gaged on it.
one
Here, like everywhere else, there were signs of hurry and rush in the bullding. The space between the many buildings was wide, but there was evidence of ear y en- croachment, as they were extend- ing several of the factories. There were approximately 25,000 workers engaged here, mostly young people, many of them pensants. who, the administration thought. would be easier to teach than the older people.
The output was, at present, 200 cats a day, but of these only 170 were actually assembled, the re- maining 10 going by river steamer to Moscow to be assembled there.
I MADE various inqul- ries regarding wages, and was told that workers on the engine block Hino, who were specially good workers, earned 350 roubles a month, while topi-makers received from 400 to 700 roubles according to ability.
Apparently the staff were in three sections: (1) productive workers; (2) administrative and technical; and. (3) clerks, All these had their own wages scales and categories.
One specially well-qualified tour- maker was earning 1,000 roubles at the nga of thirty-three, and was employed on very exacting work. Others near him received from 400
roubics. Lo 450
An Austrian refugee, who took part in the fighting against the Dollfuss die- tatorship in February, 1934, with whom I spoke, received 350 roubles, We visited the croche, although wo could not see it actually in operation because it was being re- decorated.
THEY had accommo- dation for 000 children here, whereas accord-
ing to my calculations they should have about 2,000 places, if every worker's child was to be accommo- dated on the population basis which I have mentioned earlier. The total in children's institutions was 2,000 in kindergartens, etc., and 7,600 were provided for in schools.
We visited the Socialistelty afterwards and found it excep- tionally well-planned, with good wide streets, which some day, I hope, will be concreted,
At present they are a mass of
Blush and I could not help won- dering whether they will ever be anything different.
I noticed here the same thing as In Moscow. These people rush to put up buildings, but never seem to finish them. They never seem to have time, Everywhere there wore signs of this.
"We have no time to do so. We must get the bouses up for the. people. We can't leave them out on the fields or in tents eo long. Which is it better to do? Build the houses and get the people in, or to finish the streets? strated our guide.
remon-
"YOU have found time to plant trees along this route," I said, "surely you could have found time to build the concreto roads, or to. Anish the gravel pavements? As it 1s, here are people going about in mud and dirt quite unnecessarily.'
I did not uke to think we were going to visit apartments with our boots simply ankle deep in mud.
We did so, however, and I went to about half a dozen different fiats. They were laid out with three living-rooms, a bathroom, a separate w.c., a couple of cup- boards, as well as a kitchen.
In the kitchen there was a stove heated by wood fuel, but there was no gas or electric cooking what- Nor ever, in any of these places as far as I could judge was there the slightest provision for it in the future. The people use kerosent stoves in the summer.
In one apartment there was a family of four people living in two rooms. In the first room there was one bed, and in the second room there were two beds. Rent paid was 70 roubles and the occu- pler, a technician, was receiving 700 roubles a month.
THE kitchen which they stared with their neighbour in the next room was very poor and dirty, Only a small metal sink was avail- able, but there was hot and cold water provided, as there was to the bath: There was no floor covering in this apartment, nor, in fact, in any of those we saw.
A further family of five were Ilying in two rooms, the earnings here being 900 roubles, 120 roubles being paid for rent. There was no bed in the living-room, but two in an adjoining room, and there was.
The husband also a maid here, was a departmental head of some kind.
We moved away to where there was a family of four living in two rooms, one bed in the living-room and two beds in the next room.
I said that so far we had only met well-paid people with com- partively good accommodation, much above the average, I must see some of the others,
up
ut
four stories.
THEY invited me to pick out 。 fiat at random, and I went and
kriocked This was a door, No. 13. unlucky, I told them. Sure enough. We found three famBies with Thero Were one room apleco. three beds in one room, two in another, whilst in a third room there was a couch and a singlo bed.
Then I went to see the American village, so called because it was built mainly for the American specialists who came over in the early days of the factory opera- Non..
They were mostly small houses, something like those in England, with perhaps half a dozen under one roof. Bomo of them were very badly built and wore being re- paired, although they had only been up three years.
1936.
RUSSIA-4
Homes of the
People
by Sir Walter Citrine
had three rooms, a whole fat. The husband received 1,200 roubles and - paid 150 roubles for rent.
In one, that of the technician who took us round, we spent a little time. His wife would not show herself because our visit was tinexpected. This family of five
itere agalo there was no floor .covering and the husband ex- plained that Russian people don't like it.
Then we saw the schools, part of which had been bullt during the last year, and found them very nice, well-designed, and the chu- dren clean and Intelligent looking.
They had no rhower baths as yet, but these would be fitted later. They had a medical staff of 500 people here, working in conjunc- tlon with the factory and the social insumnee and health ar- rangements, 100 members of which were fully qualified medical men.
Now, candidly, what did I think of the works? First it seemed to me that it was like Fardn at Rouxe River. In many respects it was better from the cultural and westhetic point of view, but It. seemed far from being as efficient
I had the Impression that there were too many people working crowded together, and, secondly, the material seemed in some cases to be piled up next to benches, gly- ing them a confused appearance.
I asked the technical director about this, and he said that it
didn't pay them to transmit these materials by conveyer, and that I was quite right in saying that there was confusion. They had a system of minute necounting and their unit costs in some respects compared favourably with Fords.
Ford, however, turned out thoa- sands of cars a day, whereas they only turned out 200. His output, ⚫ was more than twenty times as much as theirs. They were going to extend until they produced 1,000 cars a day and he did not think that this would very materially in- crease the personnel.
WE spent the evening visiting the old elly, which we found much nicer and more pleasant in its aspect than the Stalin quarter near the station.
We had to cross a new iron bridge over the wide River Volga and it was charming to look down from the high banks upon the bright lights of the shipping..
We returned from Gorki at mide night.
