Severe fighting has been reported near Gibraltar. . It is indicated that a Government force, several hundreds strong, has been completely annihilated during this afternoon's engagement near Lalinea. The rebels are believed to have lost sixty killed.

EDEN'S OUTLINE OF FOREIGN POLICY
Mediterranean Pacts Can be Dropped
London, July 27,
Speaking in the debate on Foreign Office estimates to-day, the Foreign Secretary, Mr. Anthony Eden, told the House of Commons that ever since the reoccupation of the Rhineland by German troops, the British Government has striven to start negotiations to restore the situation.
Respecting the brief meeting of the three Locarno signatories, France, Belgium, and Britain, in London, Mr. Eden said this showed the Government's construc- " tive objective had been realised. But he pointed out that this meeting was only a preliminary stage and that much diplomatic work would be necessary before a full, five-power meeting could take place.
The Government regarded, the results of the Montreux Conference, which gave Turkey the right to refortify the Dardanelles, as extremely satisfactory. It had shown, that more could be gained by legal methods in treaty revision than by repudiation.
