For the Near East to obtain the necessary influx of capital and people capable of a sustained enthusiasm for its development and advancement among tho civilised countries might seem a hopeless dream,

UT in the case of Pales- tine, one circumstance makes the difference the Mandate for the National Home for the Jewish People, on result of which the Jews have passionately applied themselves to the task of creating that home.
The terrible and cruel persecu- tion of the Jewish people in Ger many makes this task even more recessary, and we Jews have brought, are bringing, and will continue to bring to Palestine all those attributes which are essen- tial to create a now country:

All this we can bring to our task, and have shown we can bring suc- cessfully. In consequence, Pales- tine was prosperous when all the world was in the depth of econo- nle depression. Palestine accu- mulated a great budget surplus when most countries could not cover their current Expenses, Palestine has an annual factor of progress unequalled by any other country in the world.
N Palestine. the Arabs own orange groves. Amb agriculture and Arab towns have been increased and improved. Millions of pounds have been put at the disposal. of Arab cultivators, by selling their surplus land to Jews at prices which are double, treble, and quad- ruple the price of land in England: land for which for centuries no buyer could have been found for any quantity at any price.
Palestine now enjoys the fruits of modern knowledge. It is obtained new roads, railways (how to be again improved), the great harbour of Halto, agricultural re- search and industrial enterprise. Is it not clear, that Palestine is destined to become the centre from which the Arabs of the next gen- eration, even perhaps of this

has 'a population of 1,300,000. It will hold twice three times this number if properly developed.

It is suggested that the Arabs are afraid they will be swallowed up by the Jewish population. Is it not an absurd contention that the Jews could swallow up a million Arabs, with all their ancient cul-. ture and their grent history?
No one can swallow up the Arabs: no one can destroy the Jows! Rather is there not in this conjunction of the two peoples a great act of destiny?
Both spring from the same stock. Both descend from Abraham. Surely this mingling of the peoples again after so many centuries, the conjunction of Ishmael and Isaac, has a depth of spiritual meaning on which it is well to reflect.
Enough blood has been shed in Palestine: there has been enough bitterness. It is time to conceive the problem in different terms.
There is a common opportunity of making history. The Jews. starting from-the same stock and from the same country, return with the knowledge, the skill and cul- ture of the West.

East, have initiated and developed much of the culture that makes human fe worth while.
Together they can go forward with a bold, constructive polley. They can make a new country: they can build a new culture, luk- ing the East with the West as never before.
The Jews have been necused of not trying to make friends with the Arabs. It is hard to make friends. with people who constantly assault you and interrupt your progress. But In spite of this the Jews have made every possible attempt to co- operate and work with the Arabs, Bubject always to their being allowed to develop their National Home in the country. It is this basie fact that has been held up as a bogy by a small group of Arah political agitators, now Ananced from abroad.
Throughout the recent disturb- ances the Jewish population has mulatained an fron discipline, and has refrained from all acts of re- tallation and provocation.
One has only to realise the com- parative strength of the popula- tions of the adjoining towns of Jaffa and Tel-Aviv to realise what might have taken place.

AFFA has a population di 30.000, of whon: 10,000 are Jews, Tel-Aviv has a population of 130,000. The Arabs of Jaffa murdered some 16 Jews, which might have provoked disastrous results.
Although the Jews constantly applied to be permitted to enrol
special. constables for the en- forcement at law and order and for the protection of life and property, a fortnight passed before the Government agreed to this step.
But it is hard for active and vigorous young men, imbued with n ploneering spirit, to stand by without taking the law into their own hands. It is a high-tributo- to the discipline and law-abiding character of the Jewish population of Palestine that they have stood firm in such conditions.
The answer of the Jews to this

It is impossible for a great marl- time city to remain for ever under this threat. The Jewish reply has been
to commence the construc- tion of what will one day be a great harbour at Tel-Aviv, At present it is only a mole, built out from the shore into the sea to fnellitate the unloading of ships by lighters.
Twenty-five years ago Tel-Aviv was a little hamlet with a popu- lation of few hundred.. Its Krowth has been one of the most amazing phenomena of modern times.
The stranglehold of violence úpon Tel-Aviv must be released, and a fine harbour must take the place of the little port.

They are by nature an inflammable people, and- if a small group of nationalist leaders are allowed to excite the population with wild and absurd stories, and with the assistance of foreign gold, they can easily bo aroused to rebellion.
With a firm hand and with 450,000 loyal Jews, law and order will be restored, and the develop- ment will be assured of one of the oldest countries of civilisation, which will one day aspire to take Its place on equal terms in the British Commonwealth of Nations,
