On the eve of the opening of the Second Plenary Session of the Kuomintang Central Executive Committee leading members of the National Govern- ment, including Mr. Tang Shao-yi (former Prime Minister) and Mr. Wang Chung-hui, are exerting themselves to effect a peaceful settlement between the Canton and Nanking Governments, according to advices from Shanghai and Nanking received to-day.

From Nanchang comes the news that General Yu Han-mow, Commander of the First Kwangtung Army, arrived at Nanchang yesterday and conferred with the Kiangsi Government and General Hsiung Shih-hui, over the peace prospects of the Nanking parley. He left Nanchang at 2.30 p.m. resuming his flight to Nanking to take part at to-morrow's conferences. He arrived at Nanking at 4.15 p.m.

At the aerodrome there was a party of about ten high officials waiting for General Yu.

General Yu had an interview with Marshal Chiang Kai-shek at the Government Headquarters last night. At that meeting he was accompanied by General Chien

Montreux, July 8.

M. Maxim Litvinoff, the Russian delegate, has been instructed to leave the conference of powers here, in connection with the Dardanelles re-armament .plan, unless he receives satisfaction concerning certain points, including the Russian demand for complete liberty of access and egress to and from the Black Sea. This serious development is the outcome of a divergence of views manifest from the start between the British and the Soviet. The Russians contend that the British attitude hitherto has been obstructive.

M. Litvinoff and Lord Stanley confer later this afternoon in an attempt to reach some common policy.

THOUSANDS NEED HELP

AS CROPS WILT

(SPECIAL TO "TELEGRAPH")

Chicago, July 8. The Great Drought of 1936 is already one of the major catastrophes of American history. After thirty rainless days and over 100 degrees of heat, it entered its second month to-day, with crops, livestock and human beings dying in its grip over half the United States and the prairies of Canada.

From Montana to the Carolinas and from the Mississippi to Saskatchewan, the scorching sun still burns the countryside to desolation, and in this area 200,000 farm families require immediate aid,

Twenty-seven states have reported drought and insect devastation, five state their crops are beyond hope, and the others that only drenching rains will save their grains and cattle.
