about the traflie in drugs.

The League spent the time of many officials, and large sums

of money.

A report was prepared by the Secretariat for the considera-

tion of the League's Advisory Committee on Drugs.

The report was prepared as a document, printed and cir- culated to the representatives of various countries.

"Just Hypothetical"

Suddenly, before the representative of the British Govern- ment, could properly consider the report, it was taken from him and was withdrawn from circulation.

An official of the Home Offre told just what it was all about. He said:

"Apparently someone blundered by making the report publie before the Advisory Committee had been given the report, ·

"In an annexe, a hypothetical conclusion as to the number of drug addicts in this and other countries had been prepared. assuming that the number of drug taker's was in the same ratio per thousand population in this country as in Egypt.

"This gave Great Britain a possible number of drug addicts running into tens of thousands, while actually, of course, the number is only 700.

"The League's figures are absurd, Objections-Then Withdrawn

"Although this number was entirely hypothetical, Great Britain's representative, and the representatives of other coun- tries felt that an entirely misleading impression of the number of drug addicts in their respective countries might go out to the world as a result.

"Following objections from a number of representatives, it i was decided to withdraw the report...

"It is possible that the Advisory Committee of the League, which is still deliberating, may make a further reference to the withdrawal nt a future meeting of the Committee."

PLAN FOR PUBLIC

VOTE

The progress made by Antonio Arnaiz and Juan Calvo, Filipino fliers winging their way towart Madrid, has prompted Assemblyman Enrique Magalona to move for an early consl- deration of his Dill which would vote Pesos 20,000 to help them in their flight.

The Bill, signed by Assemblymen Magalona, Guillermo Z. Villanueva and Tomas Oppus, the last being the acting chairman of the committee on appropriations, has been referred to this committee. Mr. Magalona do- clares that he will request the com- mittee in report out the Blit at the earliest time possible. "

The authors of the Bill declare that the flight being undertaken by the daring Filipino aviators from Manila to Madrid has ceased to be a private undertaking and has become national. They believe that the feat is giving the Philippines great publicity and once accomplished, will enhance the position of Manila on the world's avin- ilon 'map.

The Bill provides that the Pesos 20,000 proposed to be voted in it, be used to defray the expenses in the Madrid-to-Manila Bight. The money

will be placed in the hands of the secretary of public works and com- munications for disbursement in ac- cordance with its provisons.
