A terse warning by the chief of the nation's federal agents disclosed here that the American underworld may soon possess weapons so powerful that the millions of dollars worth of police equipment will be "absolutely use. less" against gangsters.

J. Edgar Hoover, director of the Department of Justice in Washington, gave Congress a glimpse of what to expect in testimony at a secret session of the House Appropriations Committee.
