It is understood that Baron Aloisi, the Italian Government's envoy, has informed Senor Salvador de Madariaga, chairman of the Committee of Thirteen, that Italy is prepared to negotiate peace on condition that the negotiations take place directly between Italy and Ethiopia, as between victor and vanquished. Italy declines to allow the League of Nations to participate, though that body might have an observer present.

Baron Aloisi also stated that Italy was willing to negotiate an armistice, but only on the same conditions.

The meeting of the Committee of Thirteen was consequently postponed until 6 o'clock to-night. This decision was taken after a luncheon at which Mr. Anthony Eden, the British Foreign Secretary, M. Paul Boncour, the French diplomat, and Senor de Madariaga discussed the situation. Senor de Madariaga reported on the conversations he and M. Joseph Avenol had had with the Italian envoy.
