The House of Commons discussed to-night draft Orders-in-Council under the Government of India Act which the Under-Secretary for India. Mr. Butler, amid marked a further stage

the steady progress which was be- ing made towards the establishment of a new Constitution in the provinces of India.
Ile forecast, if progress continsed at the rate he hoped, that the new Provincial Legislatures would be able to start work and provincial autonomy would commence at a date which he put approximately at the spring of 1937.
The Opposition, while welcoming the drafts as part of the procedure leading to the inauguration of the new Constitution, offered critiziam in details.
After some discussion of the first draft order relating to qualifications of voters and candiantes in provincial Elections, the debate was adjourned.-- British Wireless.
