The Locarno Powers have stated to Germany the terms upon which they are prepared to negotiate for a new security system in Europe and the main feature of the proposals is that a demilitarised zone be created on the German side of the Franco-Belgian frontiers which will be policed by British and Italian troops.

A White Paper was issued revealing that the Locarno Powers had agreed to ask the League of Nations Council to, convoke an international conference for the further discussion on plans for the safeguarding of peace.

The White Paper proposes, firstly, to submit the Franco- Soviot Pact to the World Court at the Hague; secondly, that Germany create a demilitarised zone twelve and a half miles wide along the entire length of the French and Belgian frontiers, to be occupied by British and Italian detachments; thirdly, that Germany pledge herself not to build fortifications, assemble troops or increase the present number of troops in the old demilitarised zone; fourthly, that an international commission execute the above programme; fifthly that the General Staffs of Great Britain, France and Belgium agree on mutual future action; and sixthly, that Germany must accept all the conditions proliminary to negotiations for a new Rhineland status.

If Germany Rejects

In the event of Germany rejecting the plan, the White Paper contem- plates the following course of action: Firstly, that Great Britain and Italy should confirm their promise under the Locarno Pact to give im- mediate aid to Belgium or France in the event of an attack; secondly, that Britain should consult with France and Belgium Immediately; thirdly, that
