Messrs. Handy and Harmon, in their annual report, issued UNCHANGED FREIGHTER
to-day, brand the United States silver programme as "an abject failure." The prominent financial house recommends that the United States gradually withdraw from the silver market.
The report says that the once precious metal has descended to the level of a mere commodity due to the wide 1935 price fluctuations.
Handy and Harmon declare that the Silver Purchase Act's only accomplishment was to give a domestic subsidy at a heavy price, resulting in foreign financial dislocations and loss of goodwill, when the same result could have been achieved more cheaply.
The house recommends "an effort to create a world situn- tion in which silver would again be absorbed by various uses and through the customary channels. Revision or repeal of the Silver Purchase Act may be necessary to accomplish this result," says the report.
It adds that if the legislators per- mit no such acilon "et us hope they permit the Treasury to administer the Act as its terms direct, for the *blic interest, and not for those silver interests reeking a price of $1.29 per qunce,"
