Tokyo, Jan. 10.

A Foreign Office spokesman indicated to-day that the Government is still hopeful that the Naval Conference can be saved.

"Japan," he said, "will do her utmost to save the ship." He avoided answering the question whether Japan would modify her demands. However, he insisted that other nations cannot successfully, contest the principle that the lowest com- mon upper limit making defence possible and offence impos- sible, definitely contributes towards actual reduction of armaments.

Other nations, the spokesman continued, want superior nnval strength.

"We believe that if America is content to defend her own territories she won't demand superior naval strength," he said.
