Pelping, Dec. 18.

Apparently fearing student demonstrations if a preliminary announcement were made, the Hopel and Charhar Council was inaugurated this morning with the greatest secrecy at 8 o'clock. The ceremony lasted for forty-five minutes. All members were present, with the exception of Chow Tso-min. Wang Keh-min and Cheng Keh.

" General Sung Cheh-yùan, addressing the members, said the Central Government, with a view to facilitating the ad- ministration of Hopel and Charhar, had established the Council to handle all political and administrative affairs. The mem- bers of the Council wero all well-known men for whom he had the highest esteem.

He then outlined the three principles upon which he in- tends to run the Council:

1. District reforms and appointments must be based upon the will of the people;

2 Officials must share in the adversity as well as in the happiness of the people, and honesty must be emphasised in the administration of the financial affairs;

3. Friendly relations will be promoted with neighbouring countries, in accordance with the mandate from the Govern- ment.

The Ethiopian advance on the Takkazze River front, which forced Italian troops to retreat after severe fighting, was a master-stroke, according to the Ethiopians' own methods of warfare, despatches from the front disclose. An official Italian communique admits the loss of ground and the retreat.

Taking advantage of clouds which obscured the moon and made the night black as રા cave, the Ethiopians forded the * river at 2 o'clock in the morning, gathered themselves together and fell upon the outposts of the Italian Second Army Corps two hours later. The outposts were taken by surprise.
