The new plan will be based upon the proposals which Signor Benito Mussolini rejected in August, including the scheme for an International Mandate over Ethiopia, with Italy holding the dominant share. It will also include suggestions for the ex- change of Italian and Ethiopian territory, with Ethiopia being given an outlet to the sea, probably through Italian Somaliland. It is said that Signor Mussolini has shown a manifest desire to examine the possibilities.
