A serious threat to the Italian communications in the South is present in the Ethiopian advance into Italian Somali- land, the tribesmen led by the capable Ras Desta, brother-in-law of the Emperor.

The advance bands of Fanno tribesmen, among the finest fighting men in Africa, reconnoitring ahead of Ras Desta's forces, are nearing Iscia Baidon, an important town in Italian Somaliland, only 150 miles from the capital, Mogadiscio.

It would appear that the Italian reports that Råg Desta's raiders were annihilated by aircraft and infantry attacks were either grossly exaggerated or that the Italian authorities were misled. In any event, Ras Desta is still marching, -

Tokyo, Nov. 28. The War Ministry and the Finance Ministry in the Im- perial Cabinet have reached a virtual deadlock regarding thu budget. Statement and counter-statements are expected to continue.

Replying to the contention of the Minister of Finance, Mr. Takahashi, that the Japanese position was not, especially endangered by the recent complications in Europe and else where, the War Office, has thundered: "National defence must not be neglected.".

Also, the War Office asserts, in the event of anybody. fearing that the army's demands will be resented by the popu- lation, part of which is already financially distressed; politicians should seek a remedy for the situation.
