Officials anticipate that the -Japanese-will-angle-for-implied recognition of Manchukuo early in the conference, and may possibly seek tacit approval of North China autonomy. This expectation ex- plains the presence of the Under- Secretary of State, Mr. Willlam Phillips, with the American dese- gation, despite the general official belief that the conference has no chance of achieving any practical) accomplishments.
