Shanghai, Nov. 14.

While no further developments have occurred to aggravate the situation in Shanghai, an undercurrent of uneasiness continues. This is exemplified by an un- ending exodus of people from Chapei, scene of the Sino- Japanese fighting in 1932, and but recently rebuilt fol- lowing the bombardment and fires of January, February and March of that year.

This uneasiness is apparent in foreign circles also. It has not been eased by the arrival of 500 Japanese blue- jackets.

Alarmist rumours, not to be traced, fly about. It was reported, for instance, that Japanese troops had Innded, at Liuho in the Yangtse estuary.. This un-! doubtedly stimulated the evacuation of Chapei. The rumour that 60,000 Jaymn- ;= eo bluejackets had been landed at Shanghai elicited the explanation.j from Japanese official sources that 500 replacements had arrived on November 11 in the course of normal trooping.

Geneva, Nov. 13.

The first reaction to Signor Mussolini's commercial warfare threats was to stiffen instead of weaken the League of Nations' attitude. The fact is that Italy's defiant stand may result in the inspiration of new and harsher League penalties.

Italy, it appears, hoped to frighten the League into ameliorating the sanctions penalties.

It is generally felt that the new Italian decrees are principally concerned with home consumption and are really to reassure Italians that Signor Mussolini is op- posing efforts to cripple his African campaign.—United Press
