practice overyone knew that the Chlef Secretaryship, as it then existed, was the more important position. Subsequent events, how- ever, have enlightened us, for with the far-reaching changes introduced in the Federation's new financial year it has become plain that the Chlef Secretary- ship is not what it used to be.
