(Ry Telegraph. Copyright, Telegraphic Messages Ordinance, 1894. Received, Oct. 15, 8.30 a.m.j

London, Oct. 14.

With the League of Nations lifting the arms embargo against Ethiopia, it is feared here that the Italian Government may commence a naval blockade of the coasts by which arms freight might reach the Emperor Selassie's armies.

Many freighters loaded with munitions have been steaming into the Red Sea for weeks, and are awaiting the lifting of the League's embargo against Ethiopia to land their precious goods.

"

Should Signor Mussolini decide that the delivery of these cargoes constitutes an act of war, and then fulfils the threat of meeting "war-like acts with war,' the world will face a new and graver crisis than that which has existed since the Italian assault upon the Ethiopian frontiers.

European nations are strengthen- ing their defences. Albania has agreed to fortify her coastline. British defcence worksTM at Haifa” are being hastened. The tremend- 0118 British concentration of naval power at Alexandria has been increased again with the arrival of vessels from the China' Station and H.M.S. Australia from the Antipodes.

DECISION BY END OF PRESENT WEEK

Geneva, Oct. 13..

To-day was another crowded period of incidents and progress, for which credit must be given M. Maximos, the Greek President of the Financial sub- Committee and M. Couldandre, the French technical expert.

M. Maximos steered financial resolutions through the Committee with skill and speed, and the terms of the resolution are as water-tight as it is humanly possible to make them, covering every possible form of credit, financial operations, direct or indirect, between the Italian Government, institutes, business firms and all Italian individuals and the rest of the world.

The resolution does not interfere with private banking of private bank deposits abroad or payments of instalments on loans already issued but not fully transferred. However, it will prevent the issue of a second portion of any loan, even if the first section has been handed over.
