Quibbles regarding the application of sanctions against Italy under the League Covenant are already arising. Certain jurists maintain that the automatic . application of Article XVI was abolished by the Assembly resolution of 1921, and that sanctions will thus require a unanimous vote in the Assembly to make them obligatory upon member states.
If unanimity of the League Assembly is indispen- sable before the application of sanctions can be assured, such remedial action in the present Ethiopian dispute becomes more difficult of achievement.
