According to the Daily Express, the British Govern- ment is sending a note to the United States this week- end stating that His Majesty's Government must regain the liberty to increase the Royal Navy considerably, giving the Government's Empire responsibilities and its foreign commitments as the reason,
The Daily Mail declares that Great Britain will shortly inform all signatories of the Washington Treaty of her intention to embark upon a big construction pro-| gramme, which has been deferred up to now in the hope of arranging a naval conference in the autumn.
