While it is generally agreed that there will be a breathing spell of ten or fifteen days for negotiations before sanctions procedure commences, the opposition of many members of the League to the Committee of Five's report is regarded by some as not encouraging, They draw from it the conclusion that the Council Com- mittee's recommendations for settlement of the affair will be even less generous to Italy than those which the Committee of Five achieved.-Reuter.
