It might seem natural that in the first fastance Italy should look to her near neighbour France, but the events of 1859-60 had chilled the relations between the two countries nor were these improved by subsequent friction in the Mediterranean and by the Roman question.
Though the main plank in Italy's Mediterranean polley then and up to the present day was a good understanding with Great Britain and the maintenance of the friend ship which dated from the days of the Risorgimento, there were no grounds for anything in the nature of a formal alliance.
