NEW ECONOMIES PLANNED

TAXATION INCREASE

The Hague, Sept. 17. The Netherlands budget' for 1936 shows an estimated deficit of 109,000,000 guilders, which is expected to be increased to 119, 000,000 guildors owing to

the reduction - in excise and other duvies.

In order to meet the defeit, the Government proposes to reduce public expenditure, thus saving 70,000,000 guilders, and by changes In the organisation of the dis- ablement fund and social insur- ance, to save 13,000,000 guilders

At the Gloucester Hotel yester- day afternoon, Surgeon Lieut. Commdr. W. E. Loftus-Brigham, RM ung of the judges in the Telegraph Amatour Photographic Competition, addressed a large number of enthusiasts on the sub- lect of amateur photography gen- erally, with particular reference to this year's entries.

Commdr. Brigham pointed out that the object of these Competi- tions was to encourage

amateur photography and to provide a vehicle for the expression of art

one of its most interesting forms. He expressed the opinion that the quality of photography us collection of pictures on exhibition revended by the exceptionally fine was of the highest standard, in some cases even excelling that of the professional.

Competitors present were doubt- less interested to hear the method

adopted by the thres judges when adjudicating. Each judge acted Independently, carefully studying the entries section by section, and making his own selection. When the independent selections had been made. the other pictures were re- moved, and noles were then com- pared, when the unanimity of the Judges was, in the mujority of

cases, a remarkable feature.
