WORKS UNDERTAKEN

Rome, Sept. 16.

It is expected here that Wednesday will see a final decision reached by the Cabinet, which meets that day to receive the League's final compromise offer.

An immediate and curt rejection is anticipated, resulting in war.

The nation is already studying the effects of the whole-sale commodity prices, which are 16 per cent. above the January figures.

Meanwhile, thousands of soldiers and technicians are leaving for East Africa every week.-United Press.

MUSSOLINI'S DECLARATION

London, Sept. 16.

A candid expose of Italy's attl- tude was inade by Signor Benito Mussolini, the Italian Dietator, in an interview with the Morning Post correspondent in Roma to.. day. Itle expressed the utmost Incredulity that there could be such an absurd happoning as con- flict between Italy and Great Bri- tain, friends for centuries.

Questioned why Italy had not presented her case earlier, 11 Duce replied that, on the contrary, the Italian Government on January

20 invited Great Britain to consi- der agreements for the har imonious development of the Anglo-Italian interests in Ethio- pia.

DISCUSSES PROBLEM

(Special to "Telegraph")

Hyde Park, Sept. 10. Mr. Norman Davis to-day con- ferred with President Roosevelt, primarily on naval disarmament problems, although they also dis- cussed the Italo-Ethiopian dispute..

After the conference, Mr. Davis said the chances for new naval agreements replacing the Washing-

ion and London Naval Pacts were

very slim. He said the tense Euro- pean situation makes disarmament efforts at present inadvisable.

Mr. Davis declared that Great Britain had taken the lead in pro-1 posing new discussions and he be lieved that some limited agreements might be roached, pending a gen- eral naval conference respecting plans for a new treaty. Mr. Davis, however,

COMMITTEE OF FIVE'S WORK NEARS END

Paris, Sept. 16.

According to the Geneva correspondent of the Paris Soir, a member of the sub-Committee of the League, which is attempting to find a basis for compromise be-- tween Italy and Ethiopia, has stated that he expects that their recommendations have gone so much further than the Franco-British proposals at Paris that "we are wondering how other members of the Council can swallow them."

This correspondent adds that Britain "is preparing to shoulder her responsibilities and is replying clearly to the French enquiries with regard to her attitude in future cases.'

He declares that Great Britain in return has asked that an agreement should be reached in advance on measures to be taken by the League in the event of the outbreak of hostilities, including a scheme for a com- plete trade boycott and the severance of all diplomatic relations with the offending Governments.-Reuter.
