The nation's unemployables- 4,000,000 needy men, women and children who cannot earn a liv ing-are pawns in the contest between the Government and states over who shall pay for their keep.

There is no hope for them in the New Deal's U.S.$4,000,000,- 000 work-relief programme. States, counties and munici- palities have, for the most part, refused to feed and clothe them.
