(By Telegraph. Copyright, Telegraphis Messages Ordinance, 1894. Recrived, July 19, 8 a.m.), ̧

London, July 18.

Great Britain has reason to approach the coming year with optimism, according to Mr. Walter Runciman, President of the Board of Trade, who spoke in an en- couraging vein in the House of Commons this afternoon. He was introducing the Board of Trade returns when he said:

"I was unduly pessimistic last year when I said that we had probably reached the saturation point for home trade. It has gone on steadily increasing and expand- ing in different directions.

"Our exports and manufactures continue to show a marked improvement, especially in machinery, where the versatility of our manufacturers and inventors is so great that while other countries have shown a decline, we have recorded a substantial increase."

Washington, July 18. The Administration's Bill pro- venting the Aling of sults for damages against the Government arising out of the devaluation of the dollar, has been passed by the House of Representatives and has gone on to the Senate.

Mr. Runciman attributed the trado Improvement to the tariffs recently established. These tariffs had also been a great assistance to the country in Increasing the revenue, adding £20,000,000 to the total between 1931 and 1984.

The Imports from the Ottawa agreement countries had increased by £20,000,000 since the Imperial preference scheme was put into effect, Mr. Runciman pointed out." He admitted that some of the big coal areas in Great Britain would probably never ngajn obtain a share of foreign trade they once enjoyed. But minny were pinning their faith in the new process of restore hydrogenation of coal to prosperity to those regions.

"The general outlook is hopeful, "I approach the coming year with restrained optimism," he told the House, amid applause.Reuter Sperint.
