President Roosevelt's announcement of a "stop" gap" programme, proposing the extension of the National Recovery Act in a skeletonised form until next April, which virtually scraps all features of the N.R.A. designed to improve working conditions and establish fair trade practices, has caused much surprise in Washington and elsewhere.
