After the repeated shocks which have been delivered by .Germany during the past weeks, and which culminated with the intelligence that Germany was building sub marines in defiance of Article 181 of the Treaty of Versailles, the whole of the British Empire must be heartened by the statement of the Prime Minister in the House of Commons of recent date, that Britain woud arm to meet ener gencies.

But, amid relief, there must still be an element of uneasiness.
