The Wall Street Journal report on yesterday's market:-Stocks to-day were higher, Tod by all issues as the reault of favourable reports by the Industry. The advance in the price of aliver, due to the fact that Secre tary Morgenthau had Indicated that the Administration's policy will not bo changed, also had a favourable in- fluence. Stocks on the Curb Ex- change were irregular. Utility shares were weak. Bonds were irregular, with Government issues displaying an casler tendency,
