Washington, April 28. Just as President Roosevelt's special Cabinet Com- mittee was ready to begin its conférence on the cotton textile situation and the manufacturers' claim that the Agriculture Adjustment Administration's programme was ruining their business, two warnings of increasing production of cotton abroad were issued.
The Bureau of Agricultural Economics, which is part of the Agricultural Department, issued a state- ment, saying:
"Cotton production in foreign countries has been increasing more rapidly than in the United States."
