CHAMPIONING THE SMALLER CLUBS A determined effort to revolutionise the system of promotion and relegation in League football is to be made at the annual meeting of the Football League at the end of next May, and once again Mr. Sam Allen, Swindon Town's secretary and one of the most popular officials in football councils, is to champion the cause of smaller clubs.
