Geneva, April 16.

Great Britain, France and Italy have adopted. a firm and united policy to solidify their front in an attempt to force the League of Nations Council to approve a resolution strongly condemning Germany's violation of the Versailles Treaty by announcing her plans for re-armament. For this reason the passage of the resolution to-morrow is virtually assured.

The Council adjourned to-day without voting. It is expected that Poland and Denmark will abstain from voting when the time comes, thus allowing unanimous approval to be given to the resolution.

Brussels, April 16. Negotiations with a view to securing the entry of British steel makers into the international cartel, in which Belgium, Luxem- burg, Germany and France are, represented, have proved fruitless and have been suspended.

The cartel offered to fix a quota for Continental exports to Britain on bars, platea, joists and similar goode, at a rate of 643,000 tons annually if the British Govern- ment would allow ita import duty to revert to the rate at which it stood before the March increase.

The British delegates to the conversations declined the cartel's offer and are now referring the matter to the British Government.

It is hoped that a fresh meeting of the steel interests will be held on April 30, but if an agreement is not then reached a complete breakdown in International steel
